Tuscarawas County Dental Clinic


The Tuscarawas County Health Department is a high-performance organization offering a wide variety of services to county residents. It is designated as a Rural Health Clinic (RHC), which certifies the agency to receive special Medicare and Medicaid reimbursement. The purpose of the RHC program is to improve access to primary care in underserved rural areas using a team approach of physicians and midlevel practitioners such as nurse practitioners, physician assistants, and certified nurse midwives to provide services. RHCs are required to provide outpatient primary care services and basic laboratory services.

The Tuscarawas Dental Clinic, opened in 1977, completes this circle of a health care home for this county’s residents and those in neighboring counties. This agency receives no outside state or federal funding with the exception of Austin Bailey Grant through Kent State University and funds generated from billing services to Medicare, Medicaid, 3rd party insurance companies and private pay. Presently, the recently updated 3-chair dental clinic offers a wide scope of preventive oral health care, restorations, extractions, and dentures, complimented by limited prosthetic and endodontic care.

The dental clinic welcomes any patient calling for treatment regardless of their ability to pay, which also include patients enrolled with the Bureau for Children with Medical Handicaps (BCMH), as well as inmates from the Tuscarawas County Jail. The clinic accepts insurance plans, Ohio Medicaid Fee for Service and Ohio Medicaid Managed Care Programs. A sliding fee scale based upon the Federal Poverty Level is used for qualifying low-income uninsured patients.

The Tuscarawas Dental Clinic staff consists of one full-time dentist, Dr. Gabriel A. Russo, who is an Ohio Dentist Loan Repayment Program recipient, and two part-time dentists, Dr. Joseph Russell and Dr. Matthew Thiel. Completing the dental auxiliary roster are two dental assistants, one dental hygienist and a Certified Expanded Functions Dental Auxiliary (EFDA). Addition of the EFDA position has greatly improved the efficiency of operative care within the clinic.

Currently, the dental clinic is accepting new patients scheduled within a month for routine treatment. The clinic also provides dedicated appointments for emergencies. Hours of operation are Monday, Wednesday, Friday 8 am to 4pm, and Tuesdays and Thursdays 8 am to 5:30 pm.
